A key senator said this week there wasn't enough time to get a full budget passed and sent to Gov. Pat McCrory, so a third stop-gap measure will be needed.
Negotiator Rep. David Lewis of Dunn said Tuesday he expects that measure to expire Sept. 15 but is hopeful the budget will be finished before then, based on recent progress.
