Blue Cross Blue Shield will likely face a major fine for ongoing technology issues that affected thousands of customers. North Carolina's insurance commissioner says the fine could be in the millions of dollars.

The tech issues at Blue Cross have caused multiple problems for clients in North Carolina, including incorrect coverage, billing and payments.

Insurance commissioner Wayne Goodwin tells the News and Observer the problems caused by a computer failure continue to prevent enrollments in the Affordable Care Act program.

A Blue Cross spokesman says that most of those customer enrollment issues have been resolved, and that complaints have dropped considerably.

Goodwin says he expects his department's investigation to finish up by the end of May. Blue Cross will then have 30 days to respond.
