The new fiscal year means a host of new laws are taking effect in North Carolina. Here's a brief look.
As part of Governor Roy Cooper's administration green-lighting the Atlantic Coast Pipeline project, pipeline developers agreed to put $52 million into a special fund. But the Republican-controlled legislature called it a slush fund and took control of the money by putting it into a new budget provision.
Now the funds will be funneled to schools in counties in the project's path.
That same law also provides money for phased-in class-size reductions.
Another new measure corrects an oversight in the expedited budgeting process by restoring $350,000 for a suicide prevention hotline.
And under another provision, North Carolina highway troopers may be required to repay the state a portion of their training costs if they do not remain troopers for at least three years.
