David Hecht reports from Dakar that a Senegalese court today indicted former Chadian ruler Hissein Habre on charges of torture. Habre has been living in Senegal since he was forced from power in 1990. The complaint against Habre was filed by a number of groups, including Chadian victims of human rights abuses and Human Rights Watch. Human rights activists hailed the indictment, the first such action against an ex-head of state since Britain arrested Augusto Pinochet in October 1998.
