Greensboro City Manager Trey Davis proposed an $828 million budget at the City Council meeting on Tuesday that would keep the tax rate but includes cost cuts.

The proposed budget has $12.3 million in reductions and adjustments and would continue a hiring freeze that affects 40 staff positions.

Davis said to balance the budget, the city will also consider changing operating hours for some of its libraries and parks.

"These changes reflect a disciplined approach to protecting Greensboro's core services while navigating ongoing fiscal realities," he said.

But several city council members said they had questions that would need to be addressed in work sessions to come, including Sharon Hightower.

"I do not want to see us reduce hours that will impact our youth and our programming in Parks and Rec," she said. "So that will be one of the things I will bring up in the budget because I think that we need to show priority where priority is, and that's investment in our citizens in the community."

A public hearing on the proposed budget is scheduled for June 3.
