A study published Friday in the Morbidity and Mortality Weekly Report found that cases and deaths decreased after states enacted mask mandates and increased after they reopened on-premises dining.

Crowds have been sparse for the neighborhood that has faced both a spike in anti-Asian violence and mounting economic challenges since the pandemic began.

The city's restaurants and bars, which have been operating outdoors all summer, will reopen to indoor dining on Sept. 30 at 25% capacity. But many owners worry that might not be enough to profit.

After being delayed in July, reopening is set for Sept. 30, with capacity of only 25%. Patrons must wear masks except while seated and provide information for contact tracing.
