The Senate has completed work on changes to unemployment insurance rules sought by Gov. Pat McCrory's administration. But the plan also includes tinkering with a jobless claims appeals board that McCrory successfully blocked last year with a veto.
The chamber gave its final approval Thursday to a bill that among other things affirms showing photo identification to receive benefits and requiring recipients to make five potential employer contacts weekly.
McCrory's office is unhappy with a provision staggering terms of current Board of Review members he appointed, forcing one panelist to leave in June.
McCrory vetoed a similar bill last year. Lawmakers didn't overturn it. Senate Republicans argue staggered terms ensure experience and continuity on the panel.
The bill goes to the House after the Senate voted 40-6 for the measure.
